The Edward Lowassa Foundation (ELF) is a nonprofit organization committed to advancing education and conflict resolution across Tanzania. The foundation draws inspiration from the life and leadership of Hon. Edward Ngoyai Lowassa, Tanzania’s former Prime Minister and a passionate advocate for education. As a public servant, Lowassa believed in the transformative power of education to break cycles of poverty and conflict.
One of his most defining legacies is the “Shule za Kata” initiative, a bold and historic move that led to the construction of thousands of public secondary schools in nearly every ward across the country. This initiative emerged during a time when access to education—especially in rural areas—was a distant dream for many. Thanks to his vision, millions of Tanzanian children were able to attend secondary school within walking distance of their homes, drastically improving enrollment and reducing dropout rates.
Behind the policy was a man of deep conviction—Lowassa often visited remote communities, listened to parents and teachers, and pushed for practical solutions that put children first. He believed that “no child should be left behind simply because of where they were born.” His contributions not only expanded the education system, but also uplifted the hopes of a generation.
Through the Edward Lowassa Foundation, we continue his life’s work—ensuring that every Tanzanian child, regardless of gender or geography, has the opportunity to learn, grow, and contribute to a peaceful nation.
